If the bed bugs were there before you moved in. Then yes but this is going to be a hard call. Who made the bugs.
When it comes to mice the landlord is responsible to make it a fit place. But bed bugs. Could be your problem.

That would be tough to prove. Maybe contact previous tenants? An exterminator might be cheaper than a lawyer.

Did you provide the furniture, or is the apartment furnished? If you brought the bedbugs with you, then I’d say you are responsible for getting rid of them. My sister and her husband went through this last year. Getting rid of bed bugs is a nightmare. The way you can tell if they are still with you is kind of gross…you have to look for tiny specks of blood on your pillow or sheets, where you’ve bled after they’ve bitten you. If you can afford a new mattress, I’d go for it. But if not, they can be gotten rid of. I don’t remember how she did it. They can stay dormant for a very long time, so wrapping the mattress doesn’t work. Better google it.
