Richmond Hotel Apartments are crawling with them and the management doesn’t care.

hey….. any problem u have in dubai regarding any hotel u can just feel free to call +971 4 2230000 this is the department of tourism they will be more happy to serve you speciaaly as a tourist 24 hours a day…….

consumer complaints are handled by Dubai economic department .

They are the ones who do the inspections and impose fines.
The ministry of health Dubai offices (not Dubai Health Authority which is different) are not far from this hotel you talk about , they are located in the building behind Pizza Hut , just opposite Burjuman shopping mall. (on Karama side). But I don’t think that is their business though.
