I live in a multi- family house and we have bed bugs help?

I live on the third floor and started to have bed bugs soon i found out the people on the first floor had bed bugs too. I live in Connecticut , does my landlord have to pay for the extermination?

Thanks for the help.
I have bites all over i can’t wait for this to be over.
