I would buy some Essential Oil of Tea Tree and near the wall on the floor I put a drop every 3 to four feet. It keeps away bugs and smells good. Check it out online.

Get hold of your landlord or apt. manager and explain your concern. He may have his exterminator treat the apartments. Landlord won’t be able to rent out any vacancies unless this is taken care of as it is his duty to inform prospects of infestation. Bedbugs are very difficult to get rid of and requires professional help.

Bedbugs come through the walls. Buying something for bedbugs and putting it along the base boards would help. You could find this in a hardware store and places like Home Depot. A mattress cover, from places like Target, on your mattress would be a good precaution. Also the pillows. Putting your clothes and materiel things in sealed plastic bags and containers with lids would help you. Rubbing alcohol can kill them. The 90% would be better.
Getting your bed away from the wall would help. Vacuuming everyday would help.
Checking into some diatomaceous earth might help. Not the kind from pool supplies or hardware stores. When bugs crawl across this, it drys them out.
Or, talking to the manager about the bugs might help. Still precautions need to be made. Getting ready for them would get you ready for an exterminator if the manager hires one.
Managers will hire the cheapest people they can find. And you still have to take precautions.
