The landlord should get rid of them, but it might be best for your friend to find another place. Those things are extremely hard to get rid of, and the entire apartment building is likely infested.

Not knowing where she lives the landlord is supposed to provide a safe broom clean place that doesn’t have conditions that would be detrimental to wholesome living,
Now this would or could be offset by the fact that the tenant has the right to inspect the premises prior to acquiring the tenancy.
How ever if a exterminator was to write a statement saying the infestation was so inbreed into the apartment that time allowing his inspection the place was already in his professional opinion was already heavily infested.
I feel your friend would have rights with the Dept of Health or in court.

The landlord is responsible to maintain their apartment buildings including getting rid of pests and keeping the apartment to ‘livable’ standards.

Bed bugs are extremely difficult to get rid of once you have it.

-Make sure to buy bed coverings for your mattress that prevents the bed bugs from laying eggs between the mattress crevice.
-Use double tape on all bed legs (few inches off the floor) to prevent most bed bugs from climbing up the leg to your mattress.
-If the legs of your bed are skinny and you have a glass cup that can fit the leg in, use it. Bed bugs can’t hold onto slippery surfaces like a fly.
-Wash all your bedding and clothes on a weekly basis. Make sure they are put in the dryer (high heat) for 15 minutes, this will kill the bed bugs and eggs.

I also recommend when you move to a new apartment that you get rid of your furniture. The furniture cannot be saved. As for the clothes, put them all in the dryer – high heat 15 minutes.

The landlord because it’s a health issue.

Definately this is the landlords issue. But if they refuse to get rid of the bedbugs, your friend could use diatomaceous earth and do it herself.
