No law against that anywhere.
You can refuse to rent an apartment to anybody for any reason you wish, as long as you’re not discriminating against a protected class such as race, religion, ethnicity, handicap, gender, etc. There is no law that says you *have* to rent an apartment to someone.

Yes ..it would seem that there are regulations for tenets
and coming from a former infested apt…should not that tenants fault….
Bedbugs are temporary ..once they are attacked.
hopefully they have thrown away infested mattress..
which is hard for most elderly to throw away anything.
There are agencies that may purchase NEW bedding.
