It depends on the laws where you live. I would do a search for a landlord-tenant lawyer in your area and give them a call. They will usually tell you yes or no and won’t charge you anything for asking. Also, contact the health department and ask them what your remedy is for being denied access to your apartment. It sounds like a bad place to live and maybe you should take this opportunity to find a cleaner home. Good luck.
