What is the best and easiest way to eliminate bed bugs, considering the cost, efforts etc.?

Call pest control, only way.
Well you can try other ways but these irritating little pests can survive almost anything and hide almost anywhere; to ensure they’re 100% rid of you should call pest control!

Get new pillows, vac your matress really well, then vac each time sheets are changed, this is the cheapest way, most expensive way get a new matress and pillows ( go to co-op beds web site for prices they seem to be quite reasonable)
Not sure if there is anything you can spray on,try ringing the chemist to find out
Get a steamer with a flat applicator, steam your mattress at least once a week, leave it about 2 hours then vacuum it
