my bad I meant exterminator… but seriously
I live in Manhattan NYC…

You mean the exterminator, don’t you? Getting rid of bed bugs is going to be hard since the stuff they use to use has been banned. You should call an exterminator and ask for suggestions on the best way to fight them and also do a google search. I do not think it is up to the landlord, but I could be wrong. Check with your local housing authority.

Yes, your landlord IS responsible. Notify the landlord in writing of the problem and ask when to expect that they will have the problem rectified. If they do not respond you may have the right to pay for a hotel room and take the cost off your rent until they do something. You could also take care of the local problem within your own apartment and take that expense off your rent if the landlord refuses to deal with it. Check with your local authorities first to make sure you are within your rights for your area.
