All I can say is check the covers, I stayed in a motel 2 weeks ago and I got bit 7 times on my legs, even found 2 dead bugs on the blankets the next morning.
First, buy a small flashlight to carry in your luggage. Take off the sheets and thoroughly inspect the material that runs around the perimeter of the mattress (both sides), along with the box-spring. Also check the nooks and crannies of the headboard and any furniture next to the bed.
You can strip the bedsheets off of the bed and look at the mattress. Bed bugs leave little black marks all over the mattress, and you might be able to see a tiny hole where the nest is. Make sure to look at the underside of the mattress as well.
I think that there would probably be some forum or something that travellers can post hotels that have infestations of bed bugs, but I don’t actually know of any.

ps. Bringing your own linen will not help. They live in the mattress not on the sheets
