Wow. I take it you don’t have a dumpster outside your apartment for such trash.
Call the apartment’s refuse service and ask about a one time removal. It should cost maybe $ 5 if they do it.
Talk to your apartment manager. If you have bed bugs, there is a possibility that there are other pests in the apartment as well. He/she should have cause for concern if it is a reputable place.
As a last resort, call your county extension service if you have one. Tell them your problem, ask for how you can get some help.
One other final possibility, look in classified under “services” portion, most papers have them, for people who haul stuff off for you. Again a mattress should not be too expensive, since they take entire loads to the dump all the time.

Get a new apartment ,bed bugs are hard to get rid of.Put your mattress in the garbage.

Hate to be the one to tell you this, but ALL mattresses that have been slept on, have bugs in them! No way to get around it.

What you can do to help in the future, completely seal the mattress in plastic for one week. This will kill them. That is one reason why hospitals have mattresses covered in plastic.
