I live in a dumpy part of Los Angeles. The exterminator has been here multiple times the bed bugs and cockroaches never disappear. I’m unemployed right now with no source of income minus cans and bottles.

You can break a lease if the apartment is untenantable and the landlord is given a reasonable amount of time to make the repair. The problem is that the landlord could claim that you are the one to cause the problem. Since no one will rent to you without a job you are probably stuck staying there. First off check for leaky plumbing. Cockroaches are drawn by water and wet surfaces. Once that problem is corrected then you should buy some bug bombs and fumigate yourself. You can seal up the place, set off the bombs and then leave for a few hours. Also do not leave dirty dishes and left over food out. That should solve your problem.
